Good for winter shopping. There are "foot subways" and over-the-street inside bridge crossings so you barely even have to step outside while you shop in downtown Rochester. The only downside is the hours. The eateries and several shops mostly cater to the Monday-Friday crowd at the Government Center. We've visited several times on weekends where about half of the stores have been closed; however, they do host lots of fun community events (when there's not a pandemic).

Easily accessible, lots of great shops and restaurants. Found a great coffee spot!
